Azerbaijan is hosting COP29 in its capital, Baku, bringing together leaders and experts from around the world. Set at the Baku Stadium, the conference runs from November 11 to November 22, focusing on urgent environmental action.


Why Azerbaijan is Hosting the UN’s Annual Climate Conference.

For the first time, Azerbaijan is hosting the UN’s annual climate summit. During the opening session, COP29 President Mukhtar Babayev warned that without stronger climate policies, the world is heading toward a 3°C increase in global temperatures, with potentially devastating effects for billions. He called on member nations to resolve disagreements and agree on new climate finance targets to help developing countries adapt to climate impacts.


What is COP29?

The Conference of the Parties (COP) is an annual UN climate conference, with its leadership rotating among five UN regions. This year, Azerbaijan was chosen to chair COP29, marking a pivotal role in coordinating climate action. COP conferences focus on decisions that impact global environmental policies. The first COP meeting took place in Berlin in 1995, and unless hosted by another country, sessions typically occur at the UNFCCC headquarters in Bonn. The presidency and host locations vary by region, rotating among Africa, Asia, Latin America and the Caribbean, Central and Eastern Europe, and Western Europe.


COP29’s Key Action Agenda.

COP29 has set ambitious action plans, building on past initiatives to ensure high-impact and collaborative climate solutions. Here are some of the primary objectives:


1. Climate Finance Action Fund (CFAF)

   The CFAF is designed to support developing nations in addressing climate change. This fund established during COP29  will be based in Baku and operate as part of the event’s thematic discussions.


2. Green Energy Zones and Corridors.

   This initiative focuses on encouraging investment, economic growth, and infrastructure in green energy while fostering regional cooperation.


3. Energy Storage and Grid Development

  COP29 aims to boost global energy storage capacity sixfold by 2030, reaching 1,500 GW. The plan also includes a commitment to modernize grids worldwide, adding or upgrading 80 million kilometers of grid by 2040.


4. Hydrogen Action

 COP29’s outcome document will set principles for overcoming barriers in the hydrogen sector, unlocking global market potential for clean hydrogen.


5. Green Digital Action

   This initiative seeks to enhance digital climate solutions in information and communication technology, reducing emissions and expanding access to green digital tools.


Notable Achievements from Past COP Conferences

Environmental issues were not a major focus for the UN until the 1960s and 70s. Since then, these conferences have produced landmark agreements:


 Kyoto Protocol

  At COP3 in 1997, the Kyoto Protocol was adopted, marking the first legally binding agreement to cut greenhouse gas emissions. It required 37 industrialized countries to reduce emissions by 5.2% below 1990 levels between 2008 and 2012.


Cancun Agreement

  COP16 in Cancun led to the Cancun Agreement, setting a goal to limit global temperature increases to 2°C above pre-industrial levels. COP19 in Warsaw then established the Green Climate Fund to support emission reductions.


Paris Agreement  

  COP21 in Paris marked a turning point, with 196 countries agreeing to a legally binding treaty targeting net-zero emissions and limiting global warming to well below 2°C, ideally 1.5°C.


Glasgow Climate Pact  

  At COP26, 197 nations committed to limiting global warming to 1.5°C, accelerating emission reductions, and doubling financial support to help developing countries adapt.


The Role of Global Cooperation.

Selwin Hart, the UN’s Special Advisor on Climate Action, highlighted the need for global collaboration to tackle the climate crisis. UN climate conferences play a critical role in elevating voices, setting ambitious goals, and driving collective action.
